Google Drive | Understanding Sharing Permissions

Permissions in Google Drive are specific per file and they can be set one way for a folder and another way for the contents, therefore, if you make a folder private but the files inside it are public, the users will be able to see the files but not the top level folder that contains them. For more details about the folder permissions, you can read this Google Support Center article https://support.google.com/drive/answer/7166529?hl=en/
